You have to expect to give up on at least one of these dimensions. At first that will be affordable or quality because your scale is what it is. You need to initially make the decision whether you will sacrifice on quality or cost early on. I would suggest sacrificing on cost since you are seeking to be a high-end, custom clothier.

Custom clothing - on any scale - is going to suffer from long lead times if you source the clothing from an overseas supplier because it's very expensive to ship pieces one by one via air freight. Back to my first point: you need to decide where you are willing to sacrifice on the four dimensions you outlined: custom, affordable, quality and scale. - Look locally at first. You can look on Craigslist (for example here: richmond.craigslist.org), Meetups (for example here: sew.meetup.com) or other local resources such as sewing repair stores - they will know the most active seamstresses in your area.
- Start looking for larger manufacturers both domestically and overseas sooner rather than later. You can easily get quotes from a number of suppliers through a site called Alibaba, that process is explained here: www.alibaba.com.. The caveat is that you are going to want to have a bit larger scale production of your clothing before you consider this approach. Be sure to make it clear that you are selling custom pieces in your Request for Quote (RFQ), and make sure you understand the expected lead times, costs, and check referrals for a short list of suppliers before doing anything. If you can, it's best to visit the facility before making any decisions as well.
